Dr. Rahul Singh has assumed charge as the Chief Executive Officer of the Centre for Medical Innovation at Government Institute of Medical Sciences (GIMS), Greater Noida, a Section-8 company under the Government of Uttar Pradesh. The centre is recognized as India’s first public hospital–based medical innovation and incubation facility, designed to foster healthcare research and startup-driven solutions from within a clinical setting.
Dr. Singh, who played a central role in conceptualizing and establishing the Centre, now oversees an ecosystem that supports more than 30 health startups. The platform integrates several structured initiatives, including the GIMS Startup Clinic, which mentors early-stage healthcare ventures; the GIMS IPR Clinic, dedicated to intellectual property support; the MedTech Innovation Network, which connects innovators with industry experts; and disease-specific innovation cohorts targeting pressing medical challenges.
A flagship programme under his leadership, India Design by GIMS – NIRMAN, is set to create a new model for grassroots-driven medical technology. As part of the initiative, engineers and innovators will spend 14 days working within hospital wards, directly engaging with doctors, nurses, and patients to understand unmet clinical needs. The objective is to co-create Made-in-India healthcare technologies that are both affordable for domestic use and competitive at a global level.
Commenting on his new role, Dr. Singh emphasized the Centre’s mission of bridging frontline healthcare challenges with innovation-led solutions. “The Centre for Medical Innovation was developed to actively connect clinical problems with technological expertise. By enabling collaboration between startups, clinicians, and engineers, we are positioned to shape healthcare solutions that can have a deep and lasting public health impact,” he said.
The Centre for Medical Innovation at GIMS reflects Uttar Pradesh’s and India’s growing emphasis on building a robust domestic medtech ecosystem that encourages innovation within public institutions, facilitates startup incubation, and advances the country’s role in global healthcare technology development.
