In a landmark push to position Uttar Pradesh as a global medical device manufacturing hub, the Government of Uttar Pradesh, through the Yamuna Expressway Industrial Development Authority (YEIDA), has officially launched a wide-ranging scheme to accelerate the growth of the Medical Device Park in Sector 28, Greater Noida. With a total outlay of Rs 439 crore, the project is poised to transform the region into a world-class medtech cluster, in line with the ‘Make in India’ and ‘Atmanirbhar Bharat’ vision.
The scheme was announced at a special briefing by senior officials from YEIDA and the UP Industrial Development Department, where they unveiled the blueprint for a 350-acre Medical Device Park, offering a plug-and-play ecosystem tailored for both large manufacturers and MSME startups.
Strategic Highlights of the Scheme
- Common Infrastructure Fund of Rs 439 Crore:
Aimed at building shared facilities such as Common Facility Centres (CFCs), testing labs, effluent treatment plants, R&D spaces, and advanced logistics support, the fund ensures a level playing field for manufacturers at all levels. - Flatted Factory Complex Worth Rs 125 Crore:
To foster early-stage production, YEIDA is investing in a multistoried flatted factory building offering ready-to-move-in manufacturing units with state-of-the-art power supply, fire safety systems, cafeteria, shared conference and exhibition halls, and co-working design labs. - Plot Allocation to 59 Units Across 52 Acres:
In the first phase, YEIDA has already allotted 59 plots to manufacturers, with Rs 415 crore in committed investments and an expected creation of over 5,000 direct jobs. This includes MSMEs focusing on radiology, imaging, diagnostics, implants, surgical tools, and rehabilitation aids. - 75:25 Quota for MSMEs and Startups:
To democratize access to manufacturing, the government has reserved 75% of available factory spaces for Micro, Small & Medium Enterprises (MSMEs) and 25% for startups.
Key Features of the Medical Device Park
- Location Advantage:
The park is strategically located on the Yamuna Expressway, just minutes away from the upcoming Noida International Airport (Jewar), offering seamless connectivity for exports, raw materials, and logistics. - Integrated Industrial Ecosystem:
Adjacent clusters in electronics, semiconductors, medical textiles, robotics, and biotechnology will create a synergistic environment, allowing cross-sectoral innovation and supply chain integration. - Investor Support Mechanism:
The park includes single-window clearance, land use flexibility, subsidized electricity, high-capacity water connections, and support for regulatory compliances including CDSCO, ISO, and CE certifications. - Skill Development & R&D:
In partnership with academic and healthcare institutions, YEIDA will facilitate vocational training, internships, and knowledge exchange programs aimed at building a robust talent pool.

- Import Substitution:
India currently imports over 70% of its medical devices. This initiative will help reverse that trend, enabling domestic production of critical and high-value equipment like dialysis machines, ventilators, MRI/CT devices, diagnostic kits, and implants. - Job Creation & Skill Upliftment:
The project is expected to generate over 15,000 direct and indirect employment opportunities in the next three years, with additional openings in logistics, support services, and auxiliary industries. - Boost to Startups & MSMEs:
Through financial incentives, R&D support, and physical infrastructure, the scheme nurtures an ecosystem that lowers the entry barriers for young entrepreneurs and innovators.
Next Steps & Timeline
- Phase 1: 200 acres of development underway, with 52 acres already allotted.
- Phase 2: Remaining 150 acres to be developed in tandem with the operationalization of the Noida International Airport, expanding capacity for future entrants.
