New Delhi, September 3, 2025 – In a landmark move that promises to ease the financial burden of healthcare, the GST Council, chaired by Union Finance Minister Nirmala Sitharaman, has announced sweeping tax cuts on medical equipment, diagnostic kits, and health insurance. The decision, taken at the 56th Council meeting, is being hailed as a game-changer for patients, healthcare providers, and India’s growing medical device industry.

Big Cuts in GST on Medical Essentials

Essential hospital supplies such as bandages, gauze, surgical dressings, and plasters will now attract just 5% GST instead of 12%. For hospitals and clinics that purchase these in bulk, this will significantly lower operating costs.

“Every rupee saved in procurement makes a difference. With lower GST, hospitals like ours can manage costs better and keep treatment affordable,” said Dr. Renu Sharma, Medical Superintendent at a Delhi government hospital.

Relief for Chronic Disease Patients

Patients living with long-term conditions like diabetes will feel immediate relief. Glucometers, testing strips, and all diagnostic kits and reagents will now carry 5% GST, down from 12%.

“Diabetic patients test their sugar levels daily. Over the year, the cost of strips alone becomes heavy. This tax cut is a blessing for patients who depend on lifelong monitoring,” shared Anil Kumar, President of the Diabetes Patients Association of India.

Devices and Instruments Become Affordable

Medical and surgical instruments—ranging from diagnostic tools to operating room equipment—will now be taxed at 5% instead of 18%. Even medical thermometers, a basic necessity in every home, fall into this lower bracket.

“This will not only make devices affordable for hospitals but also strengthen the Make in India vision by encouraging domestic manufacturers,” said Rajiv Malhotra, CEO of a medical device manufacturing firm.

Insurance Premiums Without GST

In a landmark step, the Council has decided to remove GST entirely from individual life and health insurance policies. This applies to term insurance, family floater plans, senior citizen policies, ULIPs, and endowment plans.

“For many middle-class families, even GST on premiums was a deciding factor. Removing it will encourage more people to safeguard themselves with proper health insurance,” explained Priya Nair, an independent insurance advisor.

Why This Matters

  • For patients: Lower out-of-pocket expenses on tests, monitoring kits, and insurance.
  • For hospitals and clinics: Reduced procurement costs and greater affordability of services.
  • For industry: Higher demand for Indian-made devices and diagnostic products.

Timeline for Implementation

The revised GST rates will take effect from September 22, 2025. Hospitals, diagnostic centers, insurers, and patients are expected to see price revisions soon after.

A Step Towards Affordable Healthcare

Healthcare experts say the reform is more than a tax cut—it’s a statement of intent.

“Healthcare is not a luxury—it’s a necessity. By cutting GST, the government has shown it understands the ground reality of patients and providers alike,” said Dr. Sanjay Mehta, a senior healthcare policy expert.
