The Central Government is considering a major expansion of India’s postdoctoral research ecosystem to retain talented researchers and strengthen the country’s innovation landscape. As part of the proposed roadmap, the government is evaluating plans to increase postdoctoral research positions from the current 2,500 to 10,000 in the initial phase, with a long-term target of 25,000 positions over the next decade.

According to officials familiar with the proposal, the government is also considering a substantial increase in postdoctoral fellowships and stipends to bring them closer to international standards. The move is aimed at making research careers more attractive for young scientists and reducing the migration of highly skilled researchers to institutions abroad.

The initiative is expected to support India’s broader vision of becoming a global hub for scientific research, biotechnology, healthcare innovation and advanced technology development. Strengthening postdoctoral opportunities is seen as a crucial step in enhancing research output, fostering innovation and improving collaboration between academia, research institutions and industry.

India has significantly expanded its higher education and research ecosystem in recent years, with increasing investments in institutions such as the Indian Institutes of Technology (IITs), All India Institute of Medical Sciences (AIIMS), Indian Institutes of Science Education and Research (IISERs) and other premier universities. However, experts have long highlighted the limited availability of postdoctoral positions and comparatively lower fellowships as key factors driving the migration of researchers overseas.

The proposed expansion aligns with the objectives of the National Research Foundation (NRF) and the National Education Policy (NEP) 2020, both of which emphasize strengthening research infrastructure, promoting interdisciplinary innovation and increasing India’s global scientific competitiveness. Experts believe that expanding postdoctoral opportunities will also accelerate research in priority sectors such as healthcare, artificial intelligence, genomics, biotechnology, pharmaceuticals and climate science.

India currently ranks among the world’s leading countries in scientific publications, yet experts note that increasing investment in high quality postdoctoral research is essential for translating academic discoveries into innovations, patents and commercial technologies. Enhanced funding and improved career pathways are expected to encourage more young researchers to pursue long term scientific careers within the country.

Healthcare and research leaders have welcomed the proposed reforms, stating that a stronger postdoctoral ecosystem will help build a highly skilled scientific workforce, boost indigenous innovation and support India’s ambition of emerging as a global leader in research and technology. If implemented, the initiative could mark one of the most significant expansions of postdoctoral research opportunities in the country’s history.
