The All India Institute of Medical Sciences (AIIMS), New Delhi, has received approval from the Delhi Urban Art Commission (DUAC) for the revised building plan of a proposed Critical Care and Infectious Diseases Block and Multi-Level Car Parking (MLCP) facility at the JPN Apex Trauma Centre campus. The approval follows a revised proposal submitted by the Central Public Works Department (CPWD) through the Online Proposal Assessment and Approval System (OPAAS).

The proposed facility is expected to strengthen AIIMS Delhi’s infrastructure for patients requiring critical care as well as those undergoing treatment for infectious diseases. AIIMS’ own infrastructure records list the Critical Care and Infectious Disease Block at the JPN Apex Trauma Campus among projects yet to commence, making the latest approval an important step in the project’s implementation process.

The project had earlier faced design-related observations from DUAC, which had withheld approval in September 2024. The revised submission included updated drawings, photographs and responses to the commission’s observations. DUAC has now cleared the proposal subject to conditions covering parking norms, architectural treatment, utility screening and sustainability requirements.

The approval also requires service infrastructure, including DG sets, exhaust pipes, water tanks, air-conditioning units, plumbing and rainwater pipes, to be appropriately screened or camouflaged. DUAC has also suggested incorporating solar panels on a suitably designed structural frame, subject to applicable building bye-laws, and directed that a public artwork of appropriate scale be installed within the complex.

The MLCP component is part of AIIMS Delhi’s broader efforts to improve campus traffic and parking management. Earlier AIIMS planning documents had proposed multi-level parking facilities near Gate Nos. 3 and 6, with an earlier document indicating capacity for 880 vehicles, while another AIIMS committee document referred to a capacity of 1,000 vehicles at each location. These figures relate to broader AIIMS parking plans and should not be treated as the confirmed capacity of the newly approved Trauma Centre MLCP.

The project’s pre-construction approvals have also involved environmental and tree-cutting clearances. A Parliamentary committee document noted that the proposed 150-bed Critical Care Block required environmental clearance and tree-cutting permission as part of the approval process.
