Born in a conservative family where the stethoscope was a distant, unfamiliar dream, she shattered barriers, becoming the first physician, a beacon of progress for generations to come.
 
Dr Sunita Dube is more than just a doctor; she’s a multifaceted woman who seamlessly navigates the diverse roles of daughter, wife, mother, healthcare entrepreneur and Radiologist. While fulfilling these outward expectations, her inner passion burns brightly.
 
It’s a spirit that has ignited passion projects like “Save the Girl Child,” a clarion call against gender inequality. It’s the same spirit that led her to championing both doctors and patients during COVID-19, their tireless battles echoing in her “We Doctor’s Campaign.”  The “FitIndia Movement,” inspired by her mentor the late Shri APJ Abdul Kalam in 2014, reminding us to prioritize our well-being and CPR (Cardiopulmonary resuscitation) A lifesaving training programme to each and every citizen of the country.
 
And then there’s the Prevention of Doctor’s Assault Bill, deep rooted issue of Medical Fraternity a spark of change, igniting a movement for fairer treatment and a safer environment. Dr Sunita Dube with the support of 22Lakh 30Thousand doctors, her voice, a clarion call, rallies her medical community, and together they harmonize, their determination drowning out the negativity.
 
Afzal: Dr Sunita Dube, as a prominent Radiologist and Founder Chairperson of MedscapeIndia, Managing Director of Aryan Hospital, what inspired your active involvement in advocating for the Prevention of Doctor’s Assault Bill 2023?
 
Dr Sunita Dube: Witnessing the vulnerability of my colleagues, most profoundly through a friend’s brutal assault, awakened a deep need within me to protect our profession. The dire need into the Prevention of Doctor’s Assault Bill. It’s not just about legal change; it’s about cultivating a culture of respect and safety where we heal.
 
While I supported the Cause at various stages being a Doctor and also from our Organisation MedscapeIndia, I showed my concerns participating in discussions, letters, or rallies. However, a turning point came during 6th year of FITINDIA Conclave Doctor’s Day Annual programme on June 22nd, 2023, at Vigyan Bhavan New Delhi. Reflecting on our healthcare fraternity’s core concerns, the need for a Doctor’s Assault Bill ignited within me, propelling me to champion its pursuit.
 

The inspiration behind my advocacy for the Prevention of Doctor’s Assault Bill 2023 is deeply rooted in the alarming rise of violence against healthcare professionals. Every day, doctors face not only the challenges of medical practice but also the threat of physical and verbal abuse. It became imperative to take a stand and work towards implementing stringent measures to ensure the safety and well-being of all medical practitioners.
 
Afzal: What challenges have you faced in advocating for this bill?
 
Dr Sunita Dube: There have been challenges, no doubt. Some argue that existing laws are sufficient, while others hesitate due to potential implications for patient-doctor relationships. However, the sheer number of assault cases and the devastating impact on victims highlight the inadequacy of the current system. We’re working with policymakers, medical associations, and patient groups to address concerns and build consensus on the need for stronger legislation.
 
Afzal: The bill’s journey saw crucial meetings with key figures and extensive advocacy efforts. Could you elaborate on some of the most impactful interactions or milestones that resonated deeply with you and shifted the tide in favor of the bill?
 
Dr Sunita Dube: We had Crucial Meetings with Meeting with Union Health Minister Dr. Mansukh Mandviya, Dr. Bharti Pawar, Dr. Bhagwat Karad, and other key figures was crucial. Their understanding and support gave the bill wings. But, the sheer force of 22 lakh 30 thousand doctors raising their voices, resonating in both Rajya Sabha and Lok Sabha, is what truly moved the mountains. The movement resonated in the Parliament, finding advocates in Lok Sabha members like Minister Shri Narayan Rane, Dr Kiritbhai Solanki, Dr Shrikant Shinde, Shri Manoj Kotak, Ms Seema Dwivedi, Ms Kavita Patidar, Shri Rahul Shewale, Shri Naba Hira Kumar Sarania, Dr. Subhash Bhambre and Dr Sanjay Jaiswal. The bill was endorsed and pursued by both and Dr. Harshwardhan former Health Minister. The Support was extended to influential figures like Sharad Pawar and Arvind Sawant. The bill was brought to discussion in the Rajya Sabha by Rajyasabha Member Dr. Ashok Bajpai, showcasing his crucial role in raising awareness. The bill further found support in the Maharashtra Assembly through the efforts of Former Health Minister Shri Rajesh Tope. We can consider this as a Moral Victory of the announcement by Home Minister Amit Shah exempting doctors from unfair criminal negligence accusations marked a significant milestone, a testament to the bill’s impact of Solidarity of Medical Fraternity. Also, Within a remarkable span of just one week, the Prevention of Doctor’s Assault National Bill has resonated through the halls of not only both houses of Parliament (Lok Sabha and Rajya Sabha) but also the Maharashtra Assembly. This swift and repeated attention was a direct result of the medical community’s unwavering solidarity on this crucial issue.

 

Afzal: In your recent meeting with key government officials, what were the key points you emphasized regarding the urgency of enacting the Prevention of Doctor’s Assault National Bill 2023?
 
Dr Sunita Dube: During the meeting, I underscored the urgency of the situation by presenting the stark reality of the challenges doctors face daily. I highlighted the need for immediate legislative action to curb incidents of assault and violence. Additionally, I emphasized the collective voice of more than 22 lakhs 30 thousand doctors standing in solidarity, urging the government to prioritize the National Bill as a crucial step towards ensuring the safety of those dedicated to saving lives. Below are the Key Points Pertaining to the Prevention of Doctor’s Assault National Bill 2023:

  1. Establishment of a Dedicated Medical Tribunal
  2. Integration of Soft Skills into Medical Education
  3. Enhanced Security Measures
  4. Clear Media Guidelines
  5. Standardized Reporting System
  6. Fair Resolution Mechanisms
  7. Zero-tolerance policy
  8. Designing a Universal Healthcare App for India with behaviour Colour Coding for Patient and Doctor

Afzal: While garnering support in both chambers of Parliament is a significant achievement, the bill still awaits implementation. What are your next steps towards securing its passage and ensuring effective enforcement?
 
Dr Sunita Dube: We felt after meeting,  the entire government has got a deep concern on the issue and   is very positive on bringing Safety Bill for the Doctors, which include Health Minister, his team, also the petition committee , Parliament Health Committee and the Concerned Officials Equally supportive our Member of Parliament whom we all met to get the support. A Constant discussion with policymakers, awareness campaigns, and building a robust implementation framework are our next steps. We need all hands on deck – doctors, administrators, and the public. It’s a Unique Journey as Medical Fraternity coming together and fighting for their fundamental rights of life safety and together we are sure under the dynamic leadership of our Honourable Prime Minister Shri Narendra Modi Ji We the Doctors of India will celebrate the victory together, Safety for all the Doctors.
 
Afzal: How do you envision the Prevention of Doctor’s Assault Bill 2023 making a tangible impact on the safety of doctors across the country?
 
Dr Sunita Dube: Not only this bill will make a tangible impact on Doctors but also the patients, the bill, once implemented, has the potential to bring about a transformative change in the medical landscape. It is designed to establish comprehensive measures that deter potential assailants, protect doctors, benefit mass at large from harm, and create a secure environment for healthcare professionals to carry out their duties. By addressing the root causes of violence against doctors, this legislation aims to foster a culture of respect and appreciation for the invaluable contributions of the medical fraternity.
 
Afzal: The bill outlines promising provisions like stricter penalties, fast-track trials, and mental health support. Are there any additional amendments you envision to further strengthen its impact and safeguard doctors comprehensively?
 
Dr Sunita Dube: Amendments for witness protection and comprehensive rehabilitation for traumatized doctors and family are being considered. Every clause aims to create a shield of safety around our healthcare heroes and also safeguarding the patients.
 
Afzal: How can the medical fraternity, as a whole, contribute to the successful implementation and enforcement of the Prevention of Doctor’s Assault Bill 2023?
 
Dr Sunita Dube: The medical fraternity plays a pivotal role in the success of this bill. It is essential for doctors to actively engage in spreading awareness about the legislation, fostering a culture of mutual respect and understanding between healthcare providers and the public. Additionally, reporting incidents promptly and cooperating with law enforcement will be crucial in ensuring the effective enforcement of the bill.
 
Afzal: Witnessing this widespread support from the medical community, what message do you have for your fellow doctors and healthcare professionals as we collectively strive for a safer and more respectful healthcare environment?
 
Dr Sunita Dube: To my fellow doctors: We did this together. Let’s keep the momentum going. Together, we can build a healthcare system where respect and safety are not just privileges, but fundamental rights. Let’s heal ourselves, heal our patients, and collaborative efforts to help the system to perform better to empower the Country in Sustainable growth.
 
Afzal: What is the best practice you want to adopt from globally for prevention of Doctors Assault?
 
Dr Sunita Dube: Global initiatives offer valuable tools to build safer healthcare environments:

  1. Laws with bite: Countries like the UK and Spain demonstrate the power of specific laws protecting healthcare workers, often with increased penalties for assaults.

Hospitals can further amplify this shield through clear zero-tolerance policies and consistent enforcement.

  1. Fortifying the frontline: Physical security upgrades like cameras, panic buttons, and controlled access points serve as visible deterrents. Panic apps and improved communication channels ensure swift response in emergencies. Telehealth options can further minimize on-site risks.
  2. Knowledge is power: Equipping doctors with de-escalation skills helps defuse volatile situations before they escalate. Training should also focus on recognizing early warning signs.

Educating patients and families about the impact of violence and its legal consequences fosters respect and understanding.

  1. Tackling the root causes: Reducing doctor stress and burnout through better scheduling, workload management, and mental health support creates a more positive and patient-centered environment. Improving access to mental health services for patients can address underlying issues that might contribute to violent behaviour.
  2. Data as a guiding light: Consistent data collection on healthcare worker assaults allows us to identify trends, patterns, and risk factors. This invaluable information drives the development of targeted interventions and prevention strategies.

 

Remember, safeguarding doctors requires a unified effort. By combining these global best practices, governments, healthcare institutions, and medical professionals can create safer workplaces for doctors, paving the way for a healthier future for all.

Each signature, every associations with shared voice, from more than 22 lakh 30 thousand -strong army of “Warrior in Apron” from all the branches of Medical Fraternity Collectively coming together and the firm belief and trust in the initiative became my shield. Together, we’ve come so far. From a whispered plea to a nationwide roar, we’ve shown the world what 22 lakhs 30 thousand doctors united to safeguarding the healthcare from assault. We’ve built bridges of understanding, shattered walls of indifference, and ignited a flame of justice that refuses to be extinguished.
