New BLS E-Services–Finhaat Study Shows Access, Not Intent, Is the Real Barrier to Rural Healthcare Utilisation

September 02, 2026: BLS E-Services, one of India’s leading digital service providers, today shared findings from a joint data study with insurtech platform Finhaat, which has revealed a stark healthcare access gap in rural India. Based on 80,000+ Hospicash claims processed across 85% of India’s pin codes, the study shows that rural hospitalization rates stand at just 1.25%, compared to over 5% among the urban, white-collar insured workforce — despite similar income levels. The findings highlight a structural crisis: rural households are not avoiding care; care is simply out of reach.

“The data makes one thing clear, the story isn’t that people in rural India are reluctant to seek healthcare it’s that access to care is often out of reach. When you look across 80,000 claims spanning 85% of the country’s pin codes, these patterns stop being anecdotal and become a clear mandate for where the industry needs to focus next. The dataset, among the largest of its kind for low-ticket health insurance, offers rare visibility into working-age mortality risk, healthcare-seeking behaviour, and infrastructure access across rural and semi-urban households.

“When rural hospitalization rates are just a quarter of urban levels within the same income bracket, that points to an access problem rather than a lack of demand. Key Findings of the Study

Rural Hospitalization Is Four Times Lower Than Urban India — Despite comparable income brackets, rural hospitalization stands at 1.25%, far below the 5%+ seen among urban, white-collar insured populations. The gap underscores a structural access deficit rather than behavioural reluctance.

Infrastructure Quality Directly Drives Utilisation — The study found a strong correlation between state hospital infrastructure strength and rural hospitalization rates. In states where government hospitals are better equipped, hospitalization rises sharply — proving that when care is accessible, people use it.

Technology Is Critical for Low-Ticket Insurance Viability — Low-ticket insurance products require simple claims processes, but simplicity can open the door to fraud. Finhaat’s claims platform uses data and machine learning to flag anomalies early, keeping genuine claims frictionless while curbing deviant patterns.
