Government Organizations, Directorate General of Health Services   (DGHS)  of Government NCT of Delhi is the major agency related     to health care delivery. The DGHS is also the largest department   under Department of Health and Family Welfare, Govt. of NCT of   Delhi providing health care  facilities at primary and secondary   level to the citizens of Delhi   through various types of health   outlets, spread all over Delhi viz. Dispensaries and Health Centres,   School Health Clinics and Mobile Health Clinics.

The 14 hospitals that  used to function under the administrative control of DGHS were declared  as independent establishments headed by respective Medical Superintendents in December 2006.

This Directorate not only actively participates in delivery of health care facilities but also coordinates with other Govt. and Non Government Organizations for health related activities for the improvement of health of citizens of Delhi. DGHS is instrumental in coordination and implementation of various  national and state health programmes.

To cope up with the situation regarding need of health outlets, many more health outlets are being added to existing ones from time to time to meet the health needs subject to the availability of resources. For this, this Directorate is involved in getting land from various level owning agencies and building health centres and hospitals in different areas of Delhi depending on  needs of its ciitizens and availability of resources.

For better administration, Delhi is divided into 11 districts, each headed by one Chief District Medical Officer (11 CDMOs) who are under administrative control of DGHS and the CDMOs are responsible for monitoring the functioning of health centres / dispensaries in their respective Districts.

School Health Scheme providing health care to school children in Delhi Govt. schools and Mobile Health Scheme catering to health needs of slums and J J clusters are under direct administrative Control of DGHS.
This Directorate also monitors the health services being provided by registered Private Nursing Homes. The registration is done subject to the fulfillment of pre requisite of Delhi Nursing Homes Registration ACT and renewal in yearly basis. The registration of Private Nursing Homes and hospitals is mandatory under this Act.

The regular information is being obtained by State Health Intelligence Bureau (SHIB) from various health centres and office outlets under DGHS, which are compiled  and analyzed. With the computerization of DHS, its data collection and analysis is also done online through various websites. On the basis of  this data and its analysis, the evaluation of various schemes is done and necessary corrective measures, if needed are taken. This Directorate also collects information regularly from other agencies on communicable, non communicable diseases and other public health information for taking  public health measures for prevention and control as and when required. This is done by SHIB in coordination with Public Health Cell of DHS.

Other activities of DGHS include Delhi Govt. Employees Health Scheme (DGEHS) giving benefits to employees and pensioners of Delhi Govt. Disaster Management, Cancer   Control, Biomedical Waste Management, Leprosy Control, Public Grievances are other very important functions of DHS. Regular training programmes are also undertaken by

Directorate for Doctors and other Paramedical personnel involved in health care through CME Scheme.
State Illness Assistance Fund provides assistance to the poor patients, who are suffering from life threatening illnesses for their treatment in the Govt. Hospitals. The fund is managed by the Society known as Delhi Arogya Nidhi (DAN). The Society is registered under the Society  Registration Act, 1860.

Store & Purchase branch  at DGHS (HQ) carries out procurement, storage and distribution of equipments, medicine and consumables for its subordinate offices, health centers and dispensaries.

Central Procurement Agency (CPA Cell) was established in Directorate General of Health Services as a part of implementation of ‘Drug Policy’ of Govt. of Delhi announced in  1994. The agency was established with a aim to make available good quality drugs at affordable price in all Government of Delhi Hospitals/Health Centres. The agency is instrumental in pooled procurement of essential drugs after inviting tenders and order the drugs for all institutions/hospitals of Delhi Government. The pooled procurement programme is to be implemented in three phases.
