Haryana has introduced Unified Payments Interface (UPI)-based digital payments across 610 public healthcare institutions and expanded online outpatient department (OPD) pre-registration, allowing patients to complete registration formalities from home before visiting government hospitals.

The initiative covers 23 district civil hospitals, 52 civil and sub-civil hospitals, 121 community health centres (CHCs) and 414 primary health centres (PHCs) across the state. Patients can use UPI to pay applicable charges for OPD and inpatient department (IPD) registration, medico-legal cases and other healthcare services. The facility has also been extended to civil surgeon offices in all 23 districts.

Haryana’s Health Department has expanded the facility for online OPD pre-registration through the e-Upchar Hospital Management Information System, enabling patients to complete registration before reaching the hospital. The service is available at 23 district civil hospitals, 31 civil and sub-civil hospitals and other connected healthcare centres.

Additionally, Scan-and-Register facilities have been introduced at 118 healthcare institutions operating under the e-Hospital system, including facilities at the primary health centre level. Dedicated pre-registration counters have also been established to facilitate patients who book appointments online.

Sumita Misra, Additional Chief Secretary, Health and Family Welfare, said the initiative aims to simplify hospital procedures, reduce waiting time at payment counters and make public healthcare services more convenient and transparent.
The rollout follows a successful pilot at District Civil Hospital, Panipat. After a state-level workshop on October 13, civil surgeons and deputy civil surgeons were directed to implement UPI payment facilities by October 16. The department subsequently confirmed that the system had become operational across all 23 districts within the stipulated period.

Importantly, cash payments and conventional walk-in registration will continue to remain available at government hospitals. The state has clarified that patients without smartphones or digital payment applications will not be excluded from accessing services.

The initiative is expected to reduce congestion at registration and payment counters while improving administrative efficiency. Its impact will depend on adoption by patients, the reliability of digital systems and the continued availability of assisted registration for people who need it.

The expansion marks a further step in digitising Haryana’s public healthcare delivery, combining digital payments, online registration and QR-based access to streamline routine hospital visits.
